NYCDCC to be placed under Emergency Supervision

This will constitute formal notice of action being taken by the United Brotherhood of Carpenters and Joiners of America (“UBC”), pursuant to its authority under the UBC Constitution, regarding the New York City District Council of Carpenters (NYCDCC).

Based upon information brought to my attention, it appears that the affairs of the NYCDCC are being conducted in a manner detrimental to the welfare and best interests of NYCDCC, the UBC, and its members, and/or contrary to the provisions and requirements of the UBC Constitution, and that the continued operation of NYCDCC is in jeopardy.

Specifically, on Wednesday March 27, Review Office (RO) Dennis Walsh, issued a eight count "Notice of Possible Veto" to New York City District Council of Carpenters Executive Secretary-Treasurer Michael Bilello.

After duly considering the information provided, l have determined, pursuant to my authority under Section 1OH of the UBC Constitution, that an emergency situation exists regarding the New York City District Council of Carpenters requiring immediate action by the UBC to protect and preserve the welfare and interests of the membership.

Accordingly, l hereby appoint as supervisor Frank Spencer, District Vice President, Eastern District, to immediately assume supervision over New York City District Council of Carpenters.

District Vice President Spencer is hereby granted full supervisory authority, according to the UBC Constitution and Laws, and the power to assume and exercise full and complete authority over the conduct of the NYCDCC, including, but not limited to, the authority to enforce collective bargaining agreements, the authority to administer all of NYCDCC assets, the authority to appoint assistant supervisors to assist him in the completion of his duties, the authority to conduct and cancel all meetings, the authority to remove and hire any and all officers, delegates, stewards and employees, as may be deemed necessary to insure the proper exercise of the supervisors authority in carrying out the purposes of the supervision and insuring the proper functioning of NYCDCC.

Furthermore, all officers and members of NYCDCC are hereby directed to fully cooperate with District Vice President Spencer and any appointed assistant supervisors. Furthermore, in accordance with Sections 6D and 1OH of the UBC Constitution, a hearing will be conducted into the NYCDCC affairs to determine if supervision by the UBC over the NYCDCC should be continued.

In accordance with Section 1OH of the UBC Constitution, I will appoint a committee to conduct a hearing. All officials and members of NYCDCC will be notified of the date, time and place of the hearing, and advised of their opportunity to appear at the hearing and present testimony, their views and other evidence regarding the conduct of the affairs of NYCDCC.

I am hereby directing that the New York City District Council of Carpenters mail to all members a copy of this letter.

  9. Thanks for the post. I think this decision is really a great idea. Dental treatment is expensive and so many of us ignore most of the dental problems. It is better to adopt stand alone dental discount plans AZ while visiting the dentists.
