The EST position, the highest in the District Council, has been vacant since April 29 when the federal court appointed Review Officer, Dennis M. Walsh, vetoed the services of then-incumbent Michael Bilello. McInnis will continue to hold the office of President during this interim period under an order of dispensation issued by UBC General President Douglas McCarron. The scheduling of an election to fill the office for the remainder of the EST’s term, which runs through December 2014, will be directed by Review Officer Walsh under the authority of the Stipulation and Order entered by the federal district court on June 3, 2010.
“Today, I formally announced my decision to appoint myself as the Executive Secretary-Treasurer Pro Tem to the District Council Executive Committee," said McInnis. "As the Interim EST, I will properly fulfill the duties of this office as well as act on and promote what is in the best interest of our membership and their families.”
Soon we shall see, if as you say this as truth. Sooner than you think McInnis.

But he will be resigning your Presidents office.Its always got to be some scam with your dirt bags. After Mr. McInnis actions on April 25,2013 it is clear he is not fit to be dog catcher yet alone EST.
Section 31(a) only gives McCarron the right to combine two offices for the purpose of a pending election (Regular or to Fill Vacancies) it does not give him the right to combine two offices after the elections have taken place and these offices were voted on and filed by said elections.It does not give him the right to scam the system so he can keep his rats in and others out.
The new NYCDCC Election Rules which were approved by the district court and CANNOT BE CHANGED WITHOUT THE DISTRICT COURTS APPROVAL ,have become part of the NCCDCC bylaws and they clearly name the offices that shall exist which are Executive Sec Treasurer - President- Vice President -Conductor, Warden and 3 trustees... Any change to these offices or an attempt to combine them would require approval of Judge Berman. They would also constitute a change in the bylaws per Section 35 of the bylaws. Sorry but Mr McCarron using the UBC Constitution or a birthday wish card may not change these Offices in NYC without delegate vote and approval after meeting the guidelines in Section 35 and the approval of Berman..
Further since the Delegate body has full plenary power. Any attempt by McCarron or anybody else to combine two Councils offices will not happen with out delegate approval or a signature from Berman.Violation of these bylaws is a violation of the consent decree and will be challenged in Judge Bermans court if Walsh fails to do his job..
Its getting very old and sickening to watch as Walsh sits by and lets dirt bags like Murphy and now McCarron tell him to go f.. himself and that his rules are only to be used to screw the members and Murphy and the rest can ignore them at will.. It is also sickening that any members who breaks a rule gets vetoed but Murphy and McCarron get a pass and are not touched by Walsh.
Which NYCDCC Officer requested special dispensation from Dougy McCarron in a blatant attempt to circumvent and violate the rules and bylaws in NYC and run this scam. Was it big head Steve who now claims after pulling this BS . "I will properly fulfill the duties of this office as well as act on and promote what is in the best interest of our membership and their families.”
