VP Frank Spencerʼs Dismal Performance As Supervisor

To prove this, let Facts be submitted to a candid membership.

He has been passive about removing certain elements of racketeering and the influence of organized crime over individuals who are currently employed at the district council.

He has supported council criminals who were co-conspirators in convicted Mike Forde's racketeering schemes.

He has supported and failed to detect council criminals who embezzled hundreds of thousands of dollars.

He has supported the purchase of an $8300 gold Rolex watch as a retirement gift for a council embezzler.

He has supported the hiring and promotion of an unqualified council crony, in spite of, removing all his body hair to avoid drug testing, allege drug use, arriving to work late and leaving early, failing to report to work and embezzling assets of the council.

He is currently in federal court seeking to take away your democratic right to directly vote in council elections.

He has refused our request to repeal the confiscatory "double assessments" imposed in June 2003, by the corrupt Forde administration.

He has refused our request to repeal the $1 per hour “supplemental pension fund” creation, enacted in July 2003, by the corrupt Forde administration, which robs thousands of dollars from members pockets each year and provides no pension pay-out benefit.

He has twice unilaterally altered our collective bargaining agreement based upon unproven theories, with neither the counsel nor consent of the membership, by freezing our wages for 90 days and cutting our wages by 2.5 percent, giving back a contract raise, and is contemplating further wage cuts.

He has refused our request for contract ratification by the membership, and participation in negotiations, defiantly saying on January 27, “It Ainʼt Gonna Happen!”

He has refused our request for copies of delegate meeting minutes, information about the Union and full financial discloser and transparency.

He has failed to inform the membership of the "dire financial trouble" our Benefit Funds are in, and the "very possible fact of collapse within ten years,” due to special waivers given to a large number of certain contractors, by the corrupt Forde administration, allowing them to evade contributions to the fund.

He has refused to answer and completely ignored membership letters, emails and invitations to attend membership meetings, contemptuously saying, “there was no business of the council for me to attend!”

He has done absolutely nothing to restore confidence and trust and has shown he is not serious in enacting or proposing any type of democratic reform that benefits the rank and file.

In every stage of these Oppressions, We have Petitioned for Redress in the most humble terms, Our repeated Petitions have been answered only by repeated injury.

We, therefore, the rank and file membership of the New York City District Council of Carpenters, appeal to Review Officer, Dennis Walsh, to demand Justice and openly call for democratic changes in our Union.

  1. I am all for Frankie's dismissal. Where do I sign that petition? Though, John, I must ask. Do you believe that RO Walsh, really is interested in that fight? Mike Forde was a popular target and not in favor with Doug McCarron. Spencer on the other hand got to where he is through the same channel that Walsh did. I have a hard time believing that Walsh isn't blowing smoke up our asses. I can't believe that he will bite the hand that has fed him for so long. McCarron is the puppet master and Spencer and Walsh are both willing puppets. Good cop, bad cop. Don't put your trust in anyone associated with McCarron. I honestly believe that Walsh is a wolf in sheeps clothing and that he will bullshit his way into Granma's bed than bite our faces off. He owes us nothing, he owes McCarron his career.
