NYCDC - New Hire Information

157 blogspot would like to welcome new "Assistant to the EST," Bill Lebo. Bill is a 26 year member of Local Union 45 and elected President of the District Council. Bill started in construction working for a roofer in 1977. From 1980 to 1985 he worked as a house framer on Long Island. In 1985 he joined the union and became an active member of Local 348. Bill has worked as a foreman for three companies, but prefers to work as a shop steward protecting work jurisdictions and the members.

Bill will report directly to the EST and among other things will be responsible for, "management and supervision of all field activities, supervise/coordinate representatives centers, restructure representatives system and training."

At last Wednesday's delegate meeting EST Mike Bilello made a motion and exercised his authority under Section 10 (N) of the NYCDC Bylaws and created the new full time council employee position at an annual salary of $185,000.

  2. To be clear Bill Lebo in NOT "assistant est" but "assistant to the est" as in his "secretary" . He holds the elected position as President and the clerical position as Biellos Secretary.. Under 10(h) Bieillo can only appoint clerical staff and nowhere is he allowed to create and fill an Officer spot.Further the only officers of the council will be OFFICERS OF THE COUNCIL Section 6. The Officers of this Council shall consist of President, Vice President,Executive Secretary-Treasurer, Warden, Conductor, and three (3) Trustees (collectively, the“Officers”). The term of these offices shall be three (3) years. is not an officers spot but a clerical one. Now at $185,000 you could have could have hired how many?? at a Temp agency


    Now Brother Lebo is a deserving fighter for the rank and file but to be clear and No disrespect intended... it is a powerless clerical position so Bill Lebo can get paid correct??What was his salary before this was created.$0 correct? It is also not unique to NYC as Capelli gave Ballantyne the same title in New Jersey .Since this position already existed elsewhere in the UBC Councils did Mike Biello take advantage of the fact that he could give Bill Lebo this paid position or was he directed to do so by the UBC??? Now elsewhere it is stated Mr Lebo "will Bill report directly to the EST and among other things will be responsible for, "management and supervision of all field activities, supervise/coordinate representatives centers, restructure representatives system and training." BUT NOT as a duty of this clerical job and only as part of his duties as President of the NYC Council .Correct??

One hardly believes that a clerical staff would be "management and supervision""supervise/coordinate representatives""restructure representatives system and training" These are duties clearly for the Executive Board or an elected Officer so what exactly would he do as a $185,000 Secretary or Executive assistant .... If the clerical staff does these duties than what does the President of the Council do??I am not asking these questions out of disrespect but because I am amazed as to the fact that Capelli had not only created this "Position" but has also appointed about 15 extra Eboard members at the New jersey Regional Council all making over $100,000 and upwards per year each

    Can someone answer where Walsh got the officer structure he put in the NYC bylaws..Was this written by the UBC and if so where did they get it??Any help??OFFICERS OF THE COUNCIL
    Section 6.
    The Officers of this Council shall consist of President, Vice President,Executive Secretary-Treasurer, Warden, Conductor, and three (3) Trustees (collectively, the“Officers”). The term of these offices shall be three (3) years.
    The member serving as Executive Secretary-Treasurer shall be limited to two (2) terms in office. The only Officer position of the District Council that shall be compensated by salary shall be the Executive Secretary-Treasurer position.

  4. Lastly I want to convey to you the importance of transparency in the Councils governance. In the past, even after the “restructuring” we went through in 1998, there has-been a distinct lack of information disseminated to the membership, and even to the delegates in regards to the Councils activities. The membership has not gotten any information on contract negotiations, corruption, by-law changes, or any other matters of import until these matters were over and done. We need a system in place whereby the membership can take part in these matters of import. A system, whereby the delegates to the council, can bring back to the members of locals at monthly local union meeting, issues that need to be dealt with. Then the membership can debate said issues and vote on them, direct the delegates on how the membership wants them to vote, or have said delegates ask questions on these issues
